Ayoleeza has been at the forefront in the use of engineering computer programs developed for planning, design and project management and continues to actively develop and apply computer techniques to its operations. A wealth of experience has been built, and continues to grow, with particular success in developing in-house software giving major benefits in speed of design and comparison of alternatives.

Ayoleeza currently has 10 high configuration PCs and the most advanced printing and draughting facilities with one A0 & one A1 plotters and 3 printers. The program applications available within the firm range from standard office suites through to specialist technical programs. The firm has established a computer-based planning, design and drafting facility in their Ranchi office, which includes inter-alia, the sophisticated In Roads Professional for highway design and Auto CADD 2002 & STAAD III Version 5 software for the structural design of bridges and other structures.

Ayoleeza has been at the forefront in the engineering use of computer-aided design and draughting (CADD) techniques. The firm has made a substantial investment in computers and has adopted advanced computer technology to improve its efficiency and productivity.

The most up-to-date techniques are employed throughout each stage of the project appropriate to each application. Extensive use is made of computers for studies, design, production of drawings and project management. The INROAD computer modelling system has been combined, by Ayoleeza with the in-house CAD system to create a powerful package which can be applied to solving a wide range of engineering and planning issues.

Each project is under the control of the Project Manager who is an experienced Highway Engineer and is responsible for guiding the project team, project co-ordination and administration. For project execution, the resources of the Roads Sections are supplemented as necessary by specialist input from other sections such as Transportation Planning, Bridges or Geotechnical, to form a multi-disciplinary team.

Feasibility Studies And Economic Assessments

Economic appraisal as applied to engineering is concerned with assessing the real cost of resource to assist the decision-making process in the justification of infrastructure investment. In this respect, the Firm has undertaken the appraisal of all types of transportation projects ranging from the development of low cost rural roads to major road schemes. Many of these appraisals have included analyses of the potential for private sector investment.

Ayoleeza has extensive experience in the full range of transportation studies from national and regional studies to urban traffic control and bypass projects. Advanced computer based modelling and analysis techniques are employed and economic and environmental appraisals have formed an integral part of many studies.

Project Management

Project Management consultancy in the construction industry is a particular strength of Ayoleeza organisation. Assembling multi-disciplinary teams of consultants, both local and expatriate, having the requisite expertise and resources, and of managing, co-ordinating, monitoring and auditing their work to ensure timely completion of projects within budgets, and meeting the Client’s requirements.

Time, cost and the Client’s requirements are interrelated aspects of a project, and we place great emphasis on understanding the way in which changes to one aspect of a scheme will influence the others. To this end, we believe that the initial stages of a project are of vital importance in identifying the project objectives and interpreting them in a detailed brief.

Planning and design check works are typically carried out from local offices with specialist support being provided from within the international group as required. In the case of rehabilitation and maintenance of existing highways and bridges, many of the design decisions are taken on site. Suitably experienced staff are provided, who are capable of taking “on the spot” decisions.

Site Supervision & Monitoring

Effective site supervision is essential to the success of the project. Ayoleeza is capable in all forms of conditions of contract including FIDIC and has developed project management techniques & a Guideline Manual to ensure effective site supervision, in particular the following:

  • Enforcement of construction quality control
  • Progress monitoring
  • Cost control
  • Responding to difficulties encountered during the course of construction
  • Measurement of the works in a timely manner

We have the ability to provide and administer teams of chartered engineers, specialists and other experienced and well qualified staff to supervise the Contractor’s activities including observance of the Conditions of Contract, the day to day execution of the Works in accordance with the Specifications and Drawings, and measurement and valuation of the Works as construction proceeds. Such a team would supervise any additional surveys or investigations and monitor the quality and standard of materials and equipment incorporated in the Works.

We attach great importance to achieving a good working relationship with a Client, and to that end are prepared to expend care and effort while being fair to the Contractor.

Quality Control And Assurance

Ayoleeza objective is to achieve quality and deliver services that conform with its clients’ contractual and regulatory requirements.

Quality is enhanced by working in a systematic and efficient manner, and formalised procedures (Quality Procedures) have been developed to eliminate the occurrence of deficiencies.

To promote uniformity of working methods throughout Ayoleeza, these formalised procedures are outlined in Quality Manuals. They are described in more detail, and in the form of instructions to personnel in the Scott Wilson Quality Procedures Manual. These procedures are implemented by all personnel at all times without significant deviation, unless a Client requires alternative procedures to be implemented. The system is third party accredited with BSI Quality Assurance.

In the context of Ayoleeza consultancy services, Quality Assurance is aimed to control the routine functions within the office and not to limit the creative or innovative aspects of engineering design.

On-Site Testing

Construction supervision on sites of large highways schemes require extensive testing of materials and high quality workmanship to ensure compliance with Contract requirements. This testing is invariably carried out by a site laboratory staffed by experienced engineers and technicians. The Laboratory Manager is responsible for all the work of the laboratory and reports directly to the Engineer’s Representative himself or to an identified member of his staff. Test results confirm whether or not the Contract requirements are being met and, if not, the Contractor’s attention is drawn to the non-compliance, so that he can take the necessary remedial action.

Problems with material quality can give rise to severe difficulties on site for the Contractor, as they often have considerable financial implications. It is therefore of the utmost importance that the Engineer’s Representative has available to him a reliable, unbiased and impartial test service. In the limit, the quality of this service has a direct bearing on the standard of the construction of the Works and the whole life cost thereof to the Employer.

Ayoleeza have always recognised the importance of compliance testing of materials on site. Major highways schemes have always had a site laboratory staffed by recognised and respected materials testing consultants reporting to an experienced member of the Engineer’s Representative’s staff.

Contract Documentation

Ayoleeza is capable in the preparation of tender and contract documentation, including forms of tender and technical specifications. These can be built up from the Client’s existing documentation or based on other standards such as FIDIC 4, with changes as appropriate to take account of local conditions or special needs. This work includes preparation of documentation in line with the standard documents and procurement rules of the World Bank, Asian Development Bank and other international agencies.

This work is often continued into the Contract Administration phase, and we are able to offer a comprehensive range of pre-contract and post-award services. The pre-contract services include :

Contract Strategy Studies - the selection of the form of contract (e.g. admeasure, management, target cost) most appropriate to the client’s objectives and the circumstances of the project.

Prequalification of Tender - vetting the qualifications of interested contractors and selecting those suitable to go on to tender stage.

Contract and Bid Documentation - the preparation of the letter of invitation to tender, the instructions to tenderers, the form of tender, the conditions of contract, the specification, the bill of quantities or schedule of rates, the drawings and any other information to be circulated to bidders to form the contract.

Tender Period Administration - the circulation of bid documentation, the organisation of any pre-bid meetings or site visits and the issue of tender notices.

Bid Evaluation - the receipt of bids, the comparison of the relative merits of technical and financial proposals, separately if required, assistance in negotiations as necessary and the making of recommendations on the appointment of a contractor or other appropriate action .
